Micro Trend: Masculinity and structures

Spotted a micro-trend on Zara's November lookbook.

Masculine pants. 

..and wait, is that a skirt worn over pants? Didn't this go out of fashion in the early 00's, could this once fashion faux pas come back and haunt us?
